The RTI CHARM® (Comment Handling and Response Manager) tool is a web-based software system that enables efficient processing of public comment letters through data management and real-time collaboration among RTI International, our partners, and clients. The tool streamlines the process of accepting and responding to public comments in national, state, local, and other programs involving permitting, rulemaking, and peer review. The RTI CHARM tool has been trusted to support numerous federal projects in the development of their project-specific response-to-comment (RTC) document.
The RTI CHARM tool is designed to perform the full lifecycle of responding to public comments. This includes preparing the RTC document outline, organizing excerpts from each public comment letter in accordance with the outline, drafting of comment summaries and responses, and finally generating a fully formatted RTC. The software also includes features to facilitate project management including making assignments and tracking progress.
